Hi I'm a noobie to android, I am wondering if I can use a kodak a271 card reader to format a 32 GB micro sd card to put into a samsung galaxy prevail?
If I can,do I partition the micro sd,if so how many partitions and how big? Also can I copy data from the 2 GB directly onto the 32 GB?

Hello and welcome to Android Forums! :)

If all you want is to replace the 2 GB card with a 32 GB card, then you simply copy the entire contents of the card into a temporary folder on a PC, swap cards and copy the contents to the new card.

The SD card should be formatted FAT32, but there have been some issues with block size and larger cards so the best way to assure compatibility is to shut off your phone, put the new card in and format it using the option in menu>settings>storage.

When copying files make sure you copy ALL files and folders including the hidden ones.
