Cost of Droid without battery?

I have seen the cost of one of the cheapest pads out there at 170.00 does anyone sell a pad like this without any battery? One that is meant to run plugged in? With a HDMI/USB port/WiFi etc these pads can easily be used as a device controler or Media player etc. Where would you go for such information.

Why the no battery requirement? Even with a battery you can plug the pad in for power.
