couldn't sign in to google /play store

i was unable to sign in to play store or google account.

it says that,

can't establish a reliable connection to the server.
this could be a temporary problem or your android device may not be provisioned for data services. if it continues, call customer care.

i don't know what to do..
i have already reset the device and use a new firmware and even delete cache/try login from youtube app

What phone is it, who's your carrier, and what country are you in?

The phone is definitely connected to the internet? Is this something that's only happened recently? If so, try again later or tomorrow. There have been a lot of issues with Play, with the changes that Google have made recently.
