Help Couldn't sign in to Google Play

Hi,
Please consider my situation: I'm a novice Android user (Model umx mxw1) trying to get started downloading apps.
My device reports "There was a problem communicating with Google servers...Try again later...Next"

Well I've tried many times over several weeks to no avail.
Any suggestions?

Have you tried both by WiFi on and WiFi off?
