There are no programs like that that I know of. All apps which require root in android market will say so in their description. Android is an OS that is far less prohibitive without root than iOS is when "jailed" or stock. Root gives benefits to power users by allowing use of a few more applications like wifitether and titanium backup. The average android user won't really use or know how to config these types of applications. Compare that to, for example, the inability to use adobe flash in a webpage on an iphone. Even the average user can benefit by having such restrictions imposed by apple lifted. Rooting an android device on the other hand is not really going to give an average user a FAR SUPERIOR experience because android is by default, a far superior experience (or, at the least, far less restrictive). Jailbreaking an iphone on the other hand appeals to millions of users because the stock ios is extremely restrictive. Thus there are apps such as Cydius and installous for apple.

It is important to keep Apple's mantra in mind: "We believe our customers are technologically stupid, so we make things simple. Everyone wants long battery life so we give them a small screen and no 4g. We believe that if we give them moving parts like a removable battery cover, people will break the device. If we allow adobe flash, webpages wont load as quickly and everyone wants fast loading webpages." Lets face it: Most people ARE technologically stupid (not meant to be an insult). So apple caters to that segment, which is quite frankly a broad segment. Apple Macs still ship with a SINGLE MOUSE BUTTON. Apple = more simple, less powerful out of the box.
