Help Create an android app to review items or places

I need help with how to create an android app. I want to add a few items or say locations. For example Los Angeles and New York. I want to create an app where users have to login and then select the location and add a review to app like maybe 5 stars aswell as adding a comment

Just like Trip Advisor? I think you will find what you propose is a lot more than creating an app. Where do you want people to log-in?? What infrastructure is in place? ie servers etc?

Yes like trip advisor. Okay the login is not necessary like maybe there can be a form where the person just enters a name to show who has reviewed or commented. Well its just something we were told to do for a school assignment so I guess no server yet
