Create google android developer account

I wrote an application
And I want to publish it
now I need to pay 25$ to create google developer account
but I cannot pay with pay pal and must use a credit card ,why?
Does paying this 25$ creates a google wallet for me?
I want it to be one time payment and not creating a wallet for future use
In addition to my specific question
Do you have an instruction link for the following subjects:

1. Create google developers account
2. Google rule for applications (package naming ..)
3. How to manage/update my application in the store

I was in this form
And stopped when I saw I cannot pay with paypal
Do you know if writing my credit card
Will create a google wallet for me
Or any channel to my bank account
Or is it a single payment
