Create live wallpaper from Video

Hi guys,
i have a question.
How can i make a live wallpaper from a video.Do i need to extract the frames in png files and play them after each other?
Should i use opengl for this?

Hope someone can help me out with any source code and how to get such a wallpaper.I have an awesome video and want to convert that into a wallpaper app.
