Create your own Chrome web apps

I'm using a Samsung Chromebook that I purchased this month. There are some web apps that I would like to have but they don't yet exist. I found a nice tutorial that explains how to create your own web apps right from Chrome OS. It was easy and took me 2 minutes.

A Chromebook web app is nothing more than an icon that links to a website. The advantage here is that having a Chromebook web app will allow you to add a shortcut to a website in the Chromebook apps panel and launcher (icons along the bottom of the screen). This is the only way to add icons on a Chromebook.

Interesting stuff. I'm not well acquainted with Chromebooks, so I haven't even heard about such feature. As far as I understand any site owner can create such an app and publish it on chrome web store, right?
