The New Boston has a 200 video tutorial on how to start Android app development, and they are pretty good

For the simple stuff I needed, I went with

appsgeyser.com

I now have 6 apps listed on Google Play

Tasker on an Android 2.3 or later phone can create Apps.

Their are many ways to develop an android app. You can use programming languages like NetBeans and Eclipse. They support android app development. This is what other programmers has been using, and once you have already developed the app, then you can deploy it through the net. Just not sure on what to use for this.
