Not quite sure just what you're actually asking for. Credential storage is relative to security certificates (a.k.a 'certs'), used by some web sites and online services, it's not a matter of 'licensing'. If you're referring to access of the Credential storage in your Settings menu, it's tied to the lock screen menu so depending on what you want to do you need to either enable or disable it:
