Ok, here's what I would do. I would open up your device settings. Find your apps then locate your browser. Choose to wipe or delete all the data. You'll lose all your settings but your can go back in and set it back up.
Another alternative is to try a different browser. There are plenty nice ones on Google Play to choose from.
If you are experiencing issue while not using the browser too, I would actually do a factory reset on the phone. If you are rooted and have a recovery like CWM or TWRP, you'll be ahead of the game and should know how to do a factory reset.
If you are not rooted, you can still do a factory reset with the phones stock recovery more than likely. You'll have to create a new post with more info.
Without knowing the model of the device, I cannot give you the exact steps needed. If you would like, make a new post stating model. Also let us know it's an LG like you did this time. Let us know whether or not you are rooted, what recovery you have, etc. We'll need a good bit of info to properly help you solve this if you want to continue here.
