I received my 4.3 upgrade today so to answer your question, the answer is yes. It has begun to roll out. I have had one issue with my upgrade. The download notification icon reappeared for past items that I downloaded and every time I would clear them off they would come back. To get rid of the issue if you come across it would be to go to the application manager under settings, go to the all tab at the top, then go down to Download Manager and Download. Click clear data on both of them then restart your phone. I'm just giving you a heads up now so you know what to expect. Other than that, I have not had any issues so far. Be patient, yours will arrive soon!
