Custom ROM Editing/Making

I am interested in either editing an old Arkas ROM like Ganymede or Swashbuckler to suit my needs in a ROM by adding a few thing like Apps and editing the framework and such.

But i don't know what programs to use, if anyone could link me to some programs to edit the roms and repackage them that would be awesome.

I do have some Java, Lua, and a few other programming language knowledge.

If i could get some links that would be great and brief explanations of said programs i can figure out the rest myself

Get a hang of adb and shell .
Rom dev is more clever scripting

are you still going to release a tutorial on how to make/edit arkas or make new roms in general?
