custom shortcuts possible in Jelly Bean?

Hi, Collective Wisdom-
I just got the new RAZR MAXX HD with Jelly Bean. I cannot figure out how - or if it's possible - to create custom shortcuts asI could in earlier versions of Android. On my old phone, I had shortcuts to a few of my contacts with options to call or text. Can I do this on my new phone? THANKS for any help!!

If you long-press your homescreen, is there not an option for shortcuts?

no, just 3 options to "Choose wallpaper from"

I am using Apex launcher right now. I just tried it with the stock JB launcher and I am only seeing the wallpaper options. You can try a different launcher, or you can use a file manager that supports shortcuts like ES File Explorer.
