Custom Themes Integration

So when is android going to be on board with user defined themes? Like the Blackberry's. Where you can build, change and upload a custom theme without rooting the phone. I know they say it's customizable but only with widgets and apps unless you root the phone. I think this is a huge benefit and would push android in the right direction.
