There's a lot of apps called notes, which one are you talking about? and how did you back it up in the first place?
This app I found on Play store named Daily Notes. I backed them up by Google backup & Notes Backup.
I've found about half a dozen apps calls 'Daily Notes' on the Play Store, all from different developers. It will probably help to know which particular one you're having problems with? If necessary post the Play Store URL.
You could try emailing the developer, like there could be a bug with it or something?
FWIW I use OneNote from Microsoft, and found that syncs and backups across everything just fine.

You can only backup the notes if you have had them backed up before otherwise you'll need a total expert for this. If the notes wad backed up before, then you'll simply need a tool for this, there are so many data recovery software out on the market.
