Root Dalvik Cache

If you uninstall an app manually (ie using Titanium Backup), it odex file wont be deleted from the dalvik cache store. The point of wiping the dalvik cache (rebuild it again) is to reflect that change on this folder.

The result is more space on your phone. Other says it improves the response and speed of the OS, but that's a kind of myth.

it usually clears up a lot of space in the phone memory... and it advisable to do like once a month or so if you have problems with internal memory not sure about the performance.

It does builds up again, but it builds up slowly, you wipe it now, it'll clear up around 20mb, when it builds back on after a reboot, it'll only take 3mb, but it will gradually keep on building.
Thats why its a temporary solution for memory space, gives you some memory for some time only. Keep wiping it once a month and you will be able to keep the build up to a minimal.
Don't think it affects performance much, just the first reboot is long when it builds itself back after wiping.

Thanks everyone. I know the performance won't get better, but my cache always rebuilt to the same ammount, hence the question. Thanksagain.
