the phone i'm currently using is not a smart phone. but I have an android i'd like to use. I don't need data cause I have internet at home. if I call at&t and block data on the android can I still receive and send pictures and txt messages?
 
Hello and welcome to Android Forums! :)

While you are not charged for accessing data when sending/receiving an MMS (because you access data through the MMS APN), you need to have an active data connection to send/receive MMS messages.

The pictures, videos or audio that you send in an MMS are compressed data and while it's only ever billed as an MMS message, the data still needs to be uploaded, sent and downloaded just like any other data interaction.
