Is it possible with any carrier to get a data plan only for the streak like you can for the tablet? Or is it considered a smartphone?

It's a smartphone. On At&t it will require a dataplan and phone service. I don't know about other company policies. You might be able to get a pre-paid dataplan or T-Mobile might allow you to get by without phone service. You should be able to use it as a Wifi only device.
