Data usage won't stay off. It keeps turning on by itself.

Hey, guys. What's up?

I've bought this mobile phone at Duty Free, in the airport:

JT Smart 2
ekit, JT Smart 2

It has this annoying issue: I turn off the data usage and, after a few seconds (or minutes, sometimes it takes a couple of minutes), the data usage is turned on again by itself.

This had never happened with a Motorola Razr D1 I used to have. So, I'm not sure if this is a kind of a software bug, a hardware problem or any kind of misconfiguration. I've tried everything (I know) already, but it keeps on turning on by itself.

I've already tried to restore factory settings lots of times, but the problem remains.

Have you guys ever heard of such issue? Do you know if there's anything I can do to solve it?

My guess is that there is an app turning your data back on. For example some texting apps will turn data on to automatically retrieve MMS messages.

I get your point, but which app exactly do you have in mind? Because the problem happens even after a fresh factory reset, I mean, no other apps (like WhatsApp, for instance) installed but the default ones.

By the way, I always change the Gmail app sync option to manual (on demand). I don't like to have it sync things automatically. So, please which app could it be? I confess I have no idea. :(

It could be any of several apps, it's hard to narrow it down by guessing. Your just gonna have to check and see what apps are using data one by one.
 
My LG phones do the same thing. I do not have a cheap data plan. It is a pay as you go which can be quite expensive. I restrict myself to WIFI usage. In order to prevent accidental $$ data usage, I have asked the mobile provider to put on a Data Block which prevents me from using the data accidentally.
 
Every phone comes with different apps so it's hard to say which one it is. Since your phone has Jelly Bean you can check the data usage of each app, that could help determine the culprit.

1. Go to your phones Settings menu.
2. Tap Data Usage
3. Scroll down to each app and tap it.

It will show you how much foreground and background data each app uses and you can use the graph to show you specific days. I'm sure there's several 3rd party apps that might provide more detailed info for you:
