If i download Swype, which says it is 15.35 MB, does that go against my data allowance for the month?

yes. You want to download on wifi if you are concerned about data usage.
There should be a setting that allows you to check off "download on wifi only".
You can join forums and find the folder for your phone and other users of your device will know exactly where the option is.
