DCB means Direct Carrier Billing. It's sometimes used by apps and games for in-app purchases, subscriptions etc. You've probably got an app or game installed that's sent or received that text. There's probably an SMS short-code(maybe 4-5 digits which identifies the provider) with that text as well. Suggest you look at your phone bill for any premium rate SMS charges.
