I still get my delivery reports and had the option to select them in all the sms apps I've tried (stock, handcent and Go). I'm currently using Go and it's under settings>receive settings.
One thing to consider is have you changed carrier? If so it may be that your new carrier doesn't support delivery reports? Not all of them do unfortunately.
