Delivery Report Not Working

Hi,
please forgive me if this is not in the right spot.

I was just poking around with some settings and saw in the default messages app in more settings one for delivery reports and was like "oh that could be nice" so I turned it on.
I then sent a text to one of my friends around 8pm, and didn't recieve anything. I checked and it said Delivery Report Requested. It's now 10:30 and it still says that.
I sent a text to my grandma because I knew she'd answer. Same thing, said Requested. But she answered me back, and it still says Requested. So I know it was delivered but it's not saying delivered.
If I text myself I get a notification that says Me: Delivered so it works if I text me, but not if I text anyone else.

I have a samsung galaxy s7 on verizon, android version 7.0

I tried switching my default app to messages+ to see if it worked there, but still no.

I spent quite a while searching on google but I couldn't find anything helpful so I decided to post my own. I'd love to get it working, as I'm quite a paranoid person and I've read there's no way to tell if my text was read, so I figure knowing that it was delivered is the next best thing.

delivery reports aren't guaranteed as part of the sms message protocol.. you might get them, but depends on if software, hardware, networks, interconnects between all of them honor the request.

Short answer is, if you get a read receipt back it was read... if you don't then it doesn't mean anything at all.
