App Inventor Dev wanted for small project

I was not born to program, i was average in programming at school but didn't have the brain for it.
Looking to build a Simple Alarm clock app with these features:
  • Nice looking UI.
  • Ability to load your own sound from internal storage or something like Zedge.
  • Recurrence of course.
  • Ability to answer a question from a SQLite database to snooze or disable the alarm.

Please reach out to me with samples of your previous work.
Small budget. Looking to translate what i have in my head to an app, your help is needed.

So in other words, what Alarm Clock Xtreme does?
 
What I was fishing for was, how much do you reckon it would cost to develop such an app?
