Help Device is blocked from answering calls

my phone is blocked from answering calls, displays a red handset with line through, when the padlock appears to press twice nothing happens. Looked through settings under call, but nothing there.Can any one help please?

So you device will ring but you cannot answer it?
Can you place calls?

Yes I can place calls. Have just discovered the problem is actually being able to answer them! Phone is (now) ringing, don't ask! It's a bit hit and miss wether I manage to swipe/press the green handset in the right way, otherwise I miss the call! Is there a certain way to do this?

Perhaps try a reboot?
I'm not that familiar with the device, but even a battery pull, or better yet, boot into recovery to clear the cache only. Don't wipe data or anything, just the cache in recovery.
