Help Device manager not working??

So, I've been locked out of my galaxy s5 since Friday afternoon. Android device manager is able to 'ring' my phone, but when I got to set a new password it says "google has verified that a password is already set on your phone so the new password is not needed". This is both puzzling and irritating to me. I also receive the optional recovery message I set, but again, it won't let me set a new password. What can I do? What's going on? I really don't want to reset my phone

Are you really sure that your phone is connected to data or wifi? The ring function will work without, but the lock and erase functions need data.
