Is there a way to secure the devices? either phone or tablet. For example: your desktop is set in practically perfect manner, and you want to secure it (ie not be able to change it, move apps, add widgets, etc). Also secure access to the app drawer so a person who borrows the device can only see whats on the desktop(s). Lastly secure the settings app.

I have tried a couple of apps, and I was able to lock the settings and specific apps, but it missed everywhere else.
 
Many 3rd party launchers let you lock the desktop so that you can't accidentally change it. It's generally only a protection against accidental change however, and relatively easy to unlock deliberately.

Locking access to the app drawer I don't know about. The problem there is that the app drawer is something that the Launcher app provides (change launcher and you change the app drawer). So while you can get apps which can password-protect specific apps (such as Settings), I doubt they could lock the app drawer the same way as that isn't an app itself but one feature of a the launcher app. I suppose you could remove the app drawer icon before lending the phone, but that would be quite a hassle (and of course if the person you are lending to knows android well enough they could work out how to restore it).
 
Handron: How can I remove the app drawer icon? My Samsung apparently has it "locked in place"
