I have samsung galaxy s4. My dialer is not giving option for making call with skype and viber.and in application manager dialer storage is not giving clear default.what should be I do....??

Are you signed in to skype? My phone (different model) only offers the option when the skype app is signed-on, so you may just need to start the app.
Otherwise, it's not dialer storage you need to clear defaults for - I'd suggest the "phone" app.
