Dictionary feature asking for unreasonable permission

When I click+hold on a word in Chrome (or, in fact in any app that allows selecting a span of text), a menu pops up: "copy", "share", "select all" and dot-dot-dot icon. Under the dot-dot-dot there are several more choices: "web search", "dictionary", "add to basecamp", "translate" and "look up". From the basecamp item I judge this extra menu comes from other apps that are registered as rightful handlers of selected text.

One thing I'd like to know is where I can review and configure this list of apps that are allowed to handle selected text.

Another thing is - if I click on "dictionary", then a window pops up with text "A dictionary for the language has not been installed. DB download is required before use. [button Move to Manage dictionaries]". If I click on the button, a window with title "Manage dictionaries" is opened, that immediately asks for permission: "Allow Dictionary to make and manage phone calls?". What is strange permission for a dictionary app. I click "Deny", and the window is closed and I am back to the app where I selected the text. I can not find nor "Dictionary" nor "Manage dictionaries" app in my app list, so I have no idea if this is a built-in feature of Android, or carried in through some app. I was hoping if I could open it directly, perhaps I could find out why it asks for permission to make and manage phone calls. So, the question is - who is developer of that invisible Dictionary app, and why it asks for unreasonable permission?

If possible could you add a screen shot of what you're encountering so AF members can analyze it, Also it wouldn't hurt adding the device you're accessing it with to?

I'm not sure what format you have your screen shots in but all that's showing is IMG IMG IMG. Try doing to screenshot and editing it or do a full image in AF upload file options

Well from what I see it's really nothing to be concerned about, It's just the application needs a particular amount of anomalies to processes its information on your device. Now by that being said you have to pick and choose what you want running on your device by it's permissions it sets in it's program. And just because an application ask for a particular permission doesn't mean you have to grant it. But in hindsight the application or program may or may not run as well as intended but it may still run with out those permissions granted.

Thing is, if I deny this permission, it exits and I can not set up the dictionary properly. So it appears that I have to give this permission to an application that I don't know origin of, without any explanation why it needs to "make and manage phone calls". Pretty lame security proposition this is.

Unfortunately in today's need for diminishing an individual privacy, I can't delegate your reasoning for the need to use this application, unless it's a systems program that can't be bypass. My suggestions would be to use a different application that doesn't exceed your common given permissions comfort zone if one can be found. I know a few may disagree or have reservations on using this application but I would recommend using one like this doesn't come with a lot of compromising permissions.

I had the same feeling because I had never installed a dictionary app, and permission request was unusual. I found its directory is com.sec.android.app.dictionary, and sorting the app directories by date, it's been installed at the same time as other Samsung apps. It indeed belongs to Samsung. I disabled it anyways, which made my contextual menu to fit in one line.
 
I turned the phone permission off immediately after installing the dictionary. Wouldn't that work?

BTW, I don't allow auto-updates of any app.
 
Ok this is VERY SIMPLE. After it says DB download is required. Click on your Dictionary from that screen. Or go into your Dictionary. Whatever. then click on where it says DELETE. Click that. Then delete your English version you have. Then redownload it. I'm pretty sure DB stands for DoucheBag
 
The problem is most likely due to phone service interruption. Phone got shut off. Or you switched carriers. Just DELETE the English dictionary you have already downloaded. Then redownload it. This isn't rocket science. DurDurDur
