Help Direct link for SDK tool to run Emulator

[Android Question]

I have downloaded SDK(AndroidSDK_23.0.2_win_O) tool but while installing packages starts downloading. The URL is restricted for my ID in my Organization. Direct links are required so that no download occurs during installation. Please help.

Also I downloaded and ran the AVD on other system but while configuring, I am not getting any option for CPU of the Virtual device. The dropdown is blank.
