Disable incognito

Nope. It's a Google app thing. Use another browser. I don't think even if you /rooted you can remove Chrome from an Android phone.

I've never rooted so I'm not sure but Chrome browser has to be the number one money maker for Google so I think removing it would Bork your phone. imho.
 
This all depends on what you have for a phone.
If you root your phone you can remove almost any (if not all) Google apps​ you want from the system, but there's a hitch...
If you remove Chrome, you should have another browser installed somewhere in case a particular app requests access to a browser. May result in a force close in this case. Some phones already have the AOSP browser installed with it.
But yeah, it's possible for core Android system to run without any Google system apps.

People use it to disable save history and search history, specifically for pornography consumption
 
It doesn't require any "serious" permissions at all - it simply needs notification access so it can detect when an incognito tab is opening and then close it.
