Disable "Your data is turned off" message?

I just upgraded from a Galaxy S7 (Verizon) to an S9. When I turn the phone on, I get a message that "Your data is turned off". There was a way to disable this message on the S7 by acutually turning it on but reducing the "Data Set" to Zero. I cannot find the "Data Set" setting on the S9. Can anyone help with getting this annoying message turned off since I only want to use WiFi for internet connection.
 
Yes, me too. That did what electricpete said and the "data is off" message still has to be dealt with every time I turn my phone on. Yes, it's only tapping 'ok' but it's annoying.
 
Interesting fact . If I turn data off and then reboot, the notification goes away until the next time I turn data (on and then) off.
