Help Disabling apps using mobile data

Firstly I do not have much data to use a month just 1gb. I have restricted most apps from using mobile data in Background. But what I cannot seem to stop are these:

Google Play Services for Instant apps
Google Play Services
Google Play Store

I have these marked as above but yet they still want to eat data. The disable is greyed out. If I want to update any apps I turn on my WiFi to update also this is a setting on the Phone itself, Oh I have a Galaxy S7 edge.

If there is a way to disable these, and also will this do any harm to the running of the phone, I only use about 3 apps regularly every day and those themselves do not use a lot of data, basically Map my Walk etc. for exercising.

The other thing is Samsung Cloud albeit I do not have this set up on the phone and I do not backup or use it nor do I have a Samsung Cloud account, only a small amount of data but in my mind it should not be using any at all.
