You have to enable USB storage. For many phones it's as simple as pulling down the notification bar after you plug it in and tapping "USB Connected" and enabling storage. On some phones it may be more complicated. What phone have you got?
Try a different cable and a different USB port, if it's available. HTC phones aren't as fussy about cables as Samsung phones, but sometimes the contacts get dirty and won't make the connection. You can also try and clean out the connector with a little alcohol on the tip of a cotton swab.
Please go to menu>settings>applications>development and make sure USB debugging is off.
