Why can't I listen to my visual voicemail because of that message?

Because you need to disable it in your settings first

Your incoming voicemail is not being stored on your phone, they are held by your carrier. When you turn on Do Not Disturb that disables your phone service, the result being you don't have access to them until you turn off Do Not Disturb.
