Help "Do not disturb" toggle on quick launch

I am missing the DO NOT DISTURB toggle in the quick launch.
Now to start/stop DO NOT DISTURB mode I have to go thru settings/audio/DO-NOT-DISTURB and then enable it, but I am sure I have seen somewhere a way to add a toggle, which I cannot find.

Pull down notifications from top
click Edit next to settings
then move Do Not Disturb to the top (10) section and this is the order from the pull down

That is my problem: when I pull down and click on EDIT I do not see the DO NOT DISTURB toggle.
It seems that many European users do not have this toggle
