Does a phone need to be rooted to change themes?

Well I guess the thread title has said it all ... I just want to know whether my phone needs to be rooted for me to change themes, fonts, wallpapers etc.

^^^^ Use an app called Folderorganizer lite and change the icon from within that app to what you want. Then when putting the shortcut on homescreen/dock etc.. do the link to a folderorganizer lite app - then find the one you changed the icon with and select. Hey presto!
Its a bit of a fiddly workaround but once you get the hang of it - its dead easy!
 
I know of that and it's a workaround for folder icons, though it is slower than opening a folder icon from the system itself mind you.

But you can't change other icons, such as the battery level/wireless signal/bluetooth in the notifications bar. You need to be rooted for that and mess around with metamorph which is a pain in the ass.
