Does android deliberately block downloads?

I'm having a lot of trouble trying to download gpx files on my htc desire. Several sites which hold these files seem to use something called index.php to get the download started and the phone simply says can't open this file. This seems pretty basic so am I missing something, did the developers deliberately not support this or is it just very hard to do on this sort of platform? Any help much appreciated.
 
Thanks for your reply. I don't think the problem is with the .gpx file. Granted the android can't open that file extension but I don't want it to - simply to download a .gpx file onto the microsd card. With some sites I'm able to do that no problem.

The issue is when there seems to be a bit of php script built into the website from which I'm downloading from which appears simply to enable the start of the download. When you say email I presume you mean put the file as an attachment to an email but I think that will encounter the same problem that I can't even pull the file off the website in the first place.
