Does everyone else's CPU utilization "idle" at 10-30% ?

Nothing running (well, nothing that the regime will allow us to turn off without rooting), and my CPU bounces from 10-30%. Mine is a Samsung Moment, but I'd be curious to know if this is true for any user.

Also true if I disable GPS and use airplane mode.

My battery lists "Phone Idle" as taking up 20% of the battery, if that's what you're talking about. Granted, it's been 6.5 hours after taking it off the charger this morning and I've still got 70% of my battery.
