Help Does Galaxy Young Support USB Tethering?

After having problems with his 3G mobile broadband dongle, my dad has constantly been asking to use my Galaxy S3 to tether my Internet to his laptop by USB Tethering and Wi-Fi Hotspot. As he also needs a new phone and is thinking of buying a Galaxy Young, He was wondering if Galaxy Young supports this feature?

All phones "support" wifi tethering (even if it's not internal to the phone, there are apps that will do it) - the question is whether the carrier "supports" it without paying more. For instance, unless you pay for tethering, NO phone will run as a hotspot on Verizon. They just filter out anything the connected devices do.
 
Do you know if this feature is built in to the phone?

If not, which third party Application would you recommend for this?

I'm on T-Mobile UK.
I use Tethering and Wi-Fi HotSpot all the time. In an average month I use around 100 Gigabytes of data and they never slow me down or charge me any extra for Tethering.
