Any app that is designed to be always there in the background providing you with helpful info on your day to day life without you havingto ask means that the app has to stay reasonably active. In cases like this, yes it will usually drain more battery than an app that lays dormant until used.
Personally, I turned it off as I found it useless to the extreme. Others love it and swear by it though.
I still have it on in the hope that one day it will actually let me know about a traffic jam on my route home before I'm in the middle of it. Maybe one day ..
Other'n that it's hopeless. Even though it shows my route home from work, if I take the navigation option from there, it starts navigating from somewhere like 200 miles from where am I - I mean WTF
It also invariably tells me I'm 15 minutes from home when I'm standing in my kitchen. This with all the location stuff turned on.
Have to say, though: I haven't noticed a significant impact on battery.
