Does someone know how to get this app off my phone

That would depend how it got there in the first place. If it was installed from the play store and it's not giving you the option to uninstall it, then my guess would be you have to set a different lock method before you are allowed to.
 
I've run into this recently with launchers, but I think lockscreen apps would work the same way. If they are set to default, then uninstall is disabled regardless of the privileges. I think that's wise because if you uninstall a default app and there's no alternative, then it can lock up your phone where you'd need to factory reset.

We've had situations where someone will uninstall their default launcher with no other launcher installed and the phone can't show a home screen. And that same user had no wifi access and set apps to install over wifi, or some other situation where they couldn't push a launcher from the play store. Disabling uninstall for default apps fixes this. I would be nice, though to have a little prompt explaining this like ...

"Default apps cannot be uninstalled or disabled. Please change your default app for [app service] if you want to uninstall [app name]."

That would save a lot of explanation on our part.
