Looking for an app that will notify me via a ringtone or other noise when my battery is fully charged.

doesnt all android phones have 1 or led notification lights?
The phone will be visible when charging...
and its not like you need it unplugged right when done...

Tasker will do that and a whole lot more. It cost $6, but everyone who has bought Tasker, likes it.
Create a Tasker Event Profile for 'Battery Full', then add any one of the following various actions that will play a sound.
Add an Alert action for 'Media, Music Play'. This will play the audio file you choose.
Or, if you want some pizazz,
Add an Alert action to 'Notify Sound'. This will sound the audio file you choose and place an alert notification on the notification bar that will display whatever you want it to display.
AND, because of the power of Tasker, you can even program Tasker to sound alerts at various battery charge levels by setting up multiple Tasker State 'Battery Level' profiles.
