Does Verizon limit outgoing connection requests by port?

I'm trying to connect to a port (4444) from my Droid. I've tried using just the web browser and also my own app. Both of them timeout. I had someone else try to connect to the IP address and port and their connection and writes to the socket where logged to the app that is listening to the port (so I know the port forwarding is working). I'm wondering if Verizon is just blocking this port for all outgoing connections? I've tried listening on a more standard port like 8080 and it works perfectly.
 
Any idea what ports can be used then? I was mainly trying to use a port that would be less likely to get randomly scanned by someone (unlike 8080).

I guess I can just try some random ones (perhaps > 49151) to see if they work.
