Well, figured out a way, but there should be an easier way.
I used Dolphin plugin bookmarks to SDCard. I then opened xScope and imported that file. Then I clicked on each link and did add Bookmark.
xScope seems to use the Global Bookmarks so it added those.
To double check, I went into stock browser and all of the bookmarks were there too.
