Double image/smearing in camera pictures

When shooting moving objects, even in distinctly non-low-light conditions, I get copious amounts of smearing in my images, which however, shows up as double boundaries (start/end points) of the object. I would expect that the correct exposure should be much shorter in many cases -- in the sun, there should basically never be smearing at pedestrian speeds. I have had the ISO setting set to Auto, no image stabilizer.

I tried to play with different resolution settings etc., but I seem to get the same behavior in all modes I checked (can't be sure I tried all possible combination, though).

Any ideas about what might cause that?

Begs the question: what is the HDR feature good for? I read up about how it is supposed to work, but I see no notable improvement in any of the high-contrast scenarios I tried. On the other hand, it destorys any and all scenes with even moderate movement.
