Can I download 1:25000 maps of the UK to use on my phone offline? What is the cost?

There are a number of apps on the Play Store that will allow you to download topographical maps for use offline. They vary in cost and functionality.
The one I use is called Backcountry Navigator Pro GPS. It costs $10(US). There is a free trial that would allow you to check its functionality and what detail level of maps are available.
