DOWNLOAD_STATE_INITIALIZATION_ERROR while performing incremental update using update engine

Hi ,

I am using udpate engine client feature of google to update Android device over the air. I am trying to incremental upgrade. during incremetnal upgrade i am facing DOWNLOAD_STATE_INITIALIZATION_ERROR error. What does this error mean?. Please help
